Giancarlo De Stefano

Senior Manager of the Strategic Project Area within the R&D Unit of Consip

Graduated in Civil Engineering in 1991, and attended a LUISS University MBA course in 1995.

In 1991 - 1997, worked as Project Engineer in the construction of Rome-Naples High Speed Railway, gaining experience in the Civil Works field.

In 1997 - 2001, worked as Management Consultant on several topics and industries, ranging from Marketing strategies for Italian Railways, to Management Information System for Tobacco Monopoly, to the industrial plans for Telecom Italia, to organizational projects to create Public Procurement Offices for Tax Agencies.

From 2001 joined Consip, SpA, the Italian central eProcurement Body, initially as Key Account Manager for Local Governments, and subsequently as Head of the Research Unit, where he launched the EU Public Procurement Learning Lab and managed several international projects.

In 2005-2006 worked in Turkey, as the Resident Twinning Adviser in a project on Public Procurement.

He is currently Senior Manager of the Strategic Project Area within the R& D Unit of Consip.

In the present position, he is managing Consip and Italian participation in PEPPOL, the EU funded pilot project to implement cross-border interoperable e-Procurement solutions at European level.
In the PEPPOL Project he is a mamber of the Project Management Team and Manager of Work Package 3 on eCatalogues.
Since Ferbuary 2010 he is Vice-Chair of the Cen Workshop on “Business Interoperability Interfaces for Public Procurement in Europe – phase 2” (briefly CEN/BII 2), which has the goal to cater for the standardization of eProcurement processes and documents.
